- "BLACKLISTING" is a =required= (by law) feature in most countries,
- its purpose being to prevent your modem from "war-dialing" a number
- and thus prevent you from unnecessarily taxing the capabilities of the
- telco switching equipment.

- US & Canada. Just about everywhere else blacklisting IS required.
